PRIME-HRM’s Three-Point Shot

The Program to Institutionalize Meritocracy and Excellence in Human Resource Management or PRIME-HRM is a program that assesses the human resource management (HRM) practices, systems and capabilities of government agencies. It has three major strategies in its arsenal – assess, assist, award.

Under PRIME-HRM, an agency is classified under the following categories:

Regulated (or Level I) – the agency has not fully complied with the requirements for Accredited Status. It shall be subjected to regular monitoring/assistance by the Commission.

Accredited (or Level II) – the agency meets the basic requirements after having been subjected to the assessment program and/or determined to have complied with the recommendations of the CSCRO/FO. Accredited agencies are granted by the Commission authority to take final action on appointments.

Deregulated (or Level III) – the accredited agency has distinguished itself as Excellent in all or some areas of human resource management and has been given authority to take final action on appointments as well as the establishment and implementation of its own HR mechanisms without the need for prior approval from the Commission.

"The Civil Service Commission's role as the central human resource institution of the Philippine government is at its most critical, and we have to come up with ways to make sure that civil servants can attend to the increasingly complex demands of the citizenry."

This was the statement made by Chairman Francisco T. Duque III during the forum on the Maturity Levels and Indicators for Core HRM Systems in the Public Sector held on January 8, 2014.  Human Resource Management Officers (HRMOs) from the public sector and human resource practitioners from the private sector attended the event.

The one-day event is part of the consultations being conducted by CSC with HR practitioners under its Program to Institutionalize Meritocracy and Excellence in Human Resource Management or PRIME-HRM. As one of the priority programs of the Commission, PRIME-HRM supports the institution's goal to become a center of excellence in human resource and organization development in Asia.

The Civil Service Commission has recently approved the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) which endeavors to enhance the previous CSC Agency Accreditation Program (CSCAAP) and the Personnel Management Assessment and Assistance Program (PMAAP). In essence, the PRIME-HRM looks into the agency human resource management (HRM) practices, systems and capabilities of government agencies.  It is a more progressive system of assessment because it entails greater engagement engagement not just of the HRMO but also of the officials and the rank-and-file employees of the agency.
