Promoting Excellence on HR through PRIME-HRM

The Civil Service Commission has recently approved the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) which endeavors to enhance the previous CSC Agency Accreditation Program (CSCAAP) and the Personnel Management Assessment and Assistance Program (PMAAP). In essence, the PRIME-HRM looks into the agency human resource management (HRM) practices, systems and capabilities of government agencies.  It is a more progressive system of assessment because it entails greater engagement engagement not just of the HRMO but also of the officials and the rank-and-file employees of the agency.


It can be summarized through its major thrusts - assess, assist, award.  First, the program assesses the agency's HR systems through a Comprehensive HRM Assistance, Review and Monitoring (CHARM).  It then assists agencies by providing them customized technical assistance and needs-based developmental interventions through the Continuing Assistance and Review for Excellent Human Resource Management (CARE-HRM).  Lastly, Accredited and Deregulated agencies are entitled to certain privileges that would further assist and develop their HR practices, or given awards and special citations.  They may also vie for the Center of Excellence in HRM or the Seal of Excellence in HR Award.
